The industrial canal in New Orleans has been breached in three places and water is rising in the ninth ward at a rate of three inches per minute. New Orleans is going back to where it was three weeks ago.
I believe this is the best case senerio for the city. I have been watching the attempt to rapidly repopulate an unsafe city with a large degree of bafflement. Hopefully this will convince people that New Orleans is unsafe for the near term. The levees have to be upgraded before repopulation can even be thought of.
